A Comprehensive Community-Based Approach to Serving Students with Emotional and Behavioral Disorders

C. Michael Nelson

C. MICHAEL NELSON, EdD, is professor and coordinator of the Special Education Leadership Training Program at the University of Kentucky, Lexington. He has written extensively on methods of intervention with children's behavioral disorders. His current interests include juvenile offenders with disabilities and interagency services for children and youth with emotional and behavioral disorders.

Lewis Polsgrove

LEWIS POLSGROVE, EdD, is a teacher educator and professor in the Division of Curriculum and Instruction, School of Education and Program Director of the Electronic Resource Center at the Institute for the Study of Developmental Disabilities at Indiana University. He has published a number of research papers, reviews, and book chapters concerning children with emotional and behavioral disorders. He is currently principal investigator of a federal project for improving local school and interagency services for these children.

Martha Coutinho

MARTHA J. COUTINHO received her PhD in special education from the University of Connecticut. She is presently Branch Chief, Research and Development Projects Branch, Division of Innovation and Development, Office of Special Education Programs. Her research interests are in policy issues and multidisciplinary approaches to serving children with behavior disorders.

Carla Cumblad

CARLA CUMBLAD received her MsEd in special education from Northern Illinois University. Her research interests are interagency collaboration, family involvement, and instructional practices.

Kevin Quinn

KEVIN QUINN received his MsEd in special education from American University. His research interests are interagency collaboration, needs and resource assessment, and treatment alternatives.

Recent reports about the mental health status of children and adolescents with emotional and behavioral disorders, the limited availability of related services, and a lack of collaborative practices indicate a need to consider how services are provided to these individuals and their families. In this paper, the needs of this population and the costs of providing services are presented. Then the issues that are essential to developing a comprehensive, community-based approach to serving students with emotional and behavioral disorders are discussed.
