Conclusion

A Little of Everything, a Lot of Nothing is an Agenda for Failure

JAMES M. KAUFFMAN, EdD, is a professor of education in the Department of Curriculum, Instruction, and Special Education at the University of Virginia. He is the author of Characteristics of Emotional and Behavioral Disorders of Children and Youth (6th ed., 1997). Address: James M. The National Agenda for Achieving Better Outcomes for Children and Youth with Serious Emotional Disturbance is so general and all-encompassing that it is an inadequate guide for action. Clearer, more specific direction is needed if we are to obtain better results. I offer commentaries on the articles in this issue that address the seven targets of the Agenda. Of particular concern, especially in discussion of systemic reform, is the possible loss of focus on the individual child and the adequacy of component services. We need an agenda that plots precisely the outcomes we want, measures accurately where we are now in relation to our goals, highlights the paths leading most directly and reliably toward them, and keeps us apprised of our progress.
